OSEA Chapter 51 Meeting February 5, 2009
Meeting called to order at 4:35 by Co-President Paula Kingsbury.
Minutes: Motion to accept by Mary Addison, seconded by Barbara Pugh. December
minutes accepted.
Treasurer's report:.$5,083.72. Motion to accept by Stacy Snyder, seconded by Elbert
Garboden. Treasurer's report accepted.
Old Business:
Snow Language: an additional five days has been added to the school year to make up
for the missed days due to school closure from inclement weather. Question asked
about the “3 days built into the schedule”.
Scholarships: Rosemary Pasteris talked about 3 available scholarships.
1)Guy Davis & Past Presidents Scholarship from OSEA for graduation seniors gives
$1,250, with applications due on March 2nd.
2) AFT offers the Robert B. Porter Scholars Program, that include $1,000 for a union
member as well as 4-year scholarship for graduating senior related to a member. All
applications available on OSEA website and due by March 31st.

3) Our local chapter will give two $500 scholarships to graduating seniors related
to members. Applications available from March 25th through April 25th in counselors'
office or rpasteris@ttsd.k12.or.us.
Classified of the Year: Vicki Weckert explained the packet that will go
with each building rep, and includes nomination form, member list, ballots, and the
procedures to follow. Anyone can nominate a member, but only OSEA members can be
nominated and elected Membership cards are available through your building rep or an
executive board member. Final winner will be announced at the April chapter
meting.
Question on compensation e-mail sent to all employees. Came from payroll, gives
you the site for viewing your own payroll paycheck information on line.. If you
have any problems with paycheck, notify payroll.
OSEA Conference: will be held June 25, 26, 27 at Salem's Phoenix Grand Hotel
adjacent to the convention center. 10 member delegates can go from our chapter. Our
chapter usually helps out a chapter that is small and can not afford to send a
delegate, by either donating a room or helping with the registration fees. If you
are interested becoming a
delegate or alternate please ask any of the executive board members for more
information, and/or come to the next chapter meeting.
Budget Committee: Committee made up of union reps, board members, community members,
parents, and budget committee members met 6 nights to view presentations for all
levels and departments of the district and then in small groups, come up with
suggested 10% cuts. These were only suggestions that are handed off to the actual
Budget Committee, School Board, and Rob Saxton. On February 26th, we'll get the
state dollar numbers for the district to work with. There will be cuts this year
(1.2 million) as well as next. Kim Bonner, our OSEA State Field rep, and our
presidents will meet with district as cuts are proposed. More information at next
meeting.
Kim Bonner explained the Legislative Education Day on March 8th and 9th and invited
us to go. Those attending will be staying at the Phoenix Grand Hotel in Salem, and
will meet with legislators, learn
what's going on education-wise, and see what the union does for us at the
Capitol(Tricia Smith is our lobbyist). Register on line or contact Kim for more
information. Members can access the OSEA Time Release program to attend.
There will be 2 seats opening on the school board: Mark Chism, and Carolyn Neunzert.
Barry Albertson, will be running for re-election. We would like to set up candidate
endorsement interviews. If interested in being on the interview committee, it would
entail 2 meetings to be set up before spring break. Contact Kim Bonner or exec.
board officers if interested.
Next year we'll be doing full contract bargaining for the first time in 10 years. We
will be concentrating on a lot of language cleaned up. Would like a committee in
place before the end of school year, if you are interested on being part of the
bargaining committee, please contact Paula or Donna.>
Officer Elections: Nominations were taken for 2009-2010 officers. Paula
Kingsbury, Donna Crane, and Vicki Weckert were nominated for President (Vicki
withdrew her name). Vicki Weckert was nominated for Vice-President. Rosemary
Pasteris was nominated for secretary. Dave Jensen was nominated for Treasurer. All
members are encouraged to consider running for office. Nominations will be accepted
at the next 2 meetings. Call Paula for more information on what each position
responsibilities are and if you'd like to be nominated.
Drawings: Vicki Weckert won a $10 Applebee's gift card, but chose to give card back
for second drawn name, Megan Ause. Jean Bladen would have won $40 while Lance Deuth
would have won $50. There will be a drawing for $60 at next meeting.
